Maybe you can try to sideload the app? I'm not sure if it will work but it's worth a try.
You can cast photos via the app?
I expect it will happen in time, I think it took 8 months from Chromecast's launch till the Photos app could cast.......
I think they are focusing less on the small things right now since we can still use any android TV device as a Chromecast. The photo functionality is there, but you will need to use your phone for it.
They may also want to keep this functionality as a Chromecast thing since your photos at personal and they have gone to lengths to keep personal things off your android TV. That way you need to actively want to share your photos, not someone you have over able to look at your photos if they like.
THIS! I just wanted to flip though my wedding photos, and there was no way to pull them up.
Also, I want to put G+ albums on my backdrop like I do on my Chromecast
