There's literally an option in the Android TV OS to enter custom DNS servers.

I installed the private internet access app by side loading it. It appears sideways on the screen. It will connect but there is no way to click the drop-down to change what location you connect to. It auto picks the location with the lowest latency.
I don't use a software VPN, instead I have a raspberry pi configured as vpn-gw and dhcp-server. It routes all the traffic of my shield console into a VPN tunnel. Works fine with netflix.
