On the info page for the show does it display "UHD" under the name or just "HD"? If it only shows "HD" then the Netflix software doesn't think your device supports 4K. If it does then you may have some throttling to Netflix.

It displays your actual bandwidth to Netflix and the max resolution it will support. If a speed test shows you getting most of your 100Mbps and your speed to Netflix is slow then it is possible that your ISP is throttling the connection.
