Is the android version of San Andreas the actual full game? Like that you would play on Xbox? I understand the graphics might not be the same. Also from people that have played it with the shield TV how does it work with the controller? Does it work well?

It's the full game and a great adaption, both for touch and for AndroidTV. It's actually the best adapted for Android TV. GTA3 and VC still have help bubbles that advise you on the touch controls. SA actually gives you tips on gamepad controls.
All 3 work great though and have been optimized for Shield.
