So Geoforce now says my internet is not good enough to stream their games, but I am wondering can I still hook up my laptop to do it over my local WiFi or is that out of the question too?

Should be fine, but I know nothing about your network setup. I'm just assuming.
Local GameStream/SHIELD PC Streaming requires the source/gaming computer to have a particular class of graphics card (see here: http://www.geforce.com/geforce-experience/system-requirements ) If your laptop has one of those matching Nvidia GPUs, you are good to go.
It is also recommended to at least have 802.11ac WiFi, especially if both the Nvidia Shield box and your source computer are on WiFi. Your WiFi network needs to capable of at least a 10-15Mbps continuous stream for 720p. 1080p needs at least 30Mbps.
