My TV turns on when I turn on the Shield. I didn't have to do anything for this to work. This should work for you if your TV supports HDMI-CEC. I just hit the green shield button on the top of the shield controller or the middle button on the shield remote and both the TV and Shield turn on.
The Shield turns off when the TV does, so I simply hit TV power on the TV remote and it all shuts down.
I have a Nexus Player rather than a Shield TV, so I can't verify that this will work, but the Shield TV supposedly has an infrared receiver compatible with Logitech Harmony remotes. You can get a Harmony and set it to turn on the Shield and TV at the same time.
Alternatively, there's HDMI-CEC, which allows compatible TVs, receivers, sources, etc. to control each other, including turning devices on and off. You'll have to determine if your TV supports CEC (every manufacturer seems to have its own implementation and unique name) and figure out if it'll do what you want it to do. When I press the home button on my Nexus Player, the TV and audio receiver turn on and automatically set the appropriate inputs using CEC; my Steam Link does the same with the Steam Controller. It's really cool.
