I've tried the NOVA launched overscan tool, and the apk from XDA, neither can correct the overscan completely, and they actually cause more problems, like UI elements not showing up in the correct place.

If it's a Nexus Player, and your TV itself can't disable overscan, you're basically out of luck. One of my TV sets is like that. Unfortunately you're pretty much out of luck, its not an Android issue, its an issue with your TV manufacturer. Luckily the Shield included an overscan compensation setting just for this, but not the Nexus Player.
