Probs gonna be the Phillips, cheaper to get a cheap non smart TV and a nexus player
Android TV is a much greater experience than a Chromecast trust me. Also if budget is high enough go for one of Sony Android TVs I own the 95C with Subwoofer and everything about it is amazing. Don't go for a cheap TV with Android TV built in. Like others said a nice TV with a good display and then Nexus Player would do.
Many consider the best solution to this to be NOT buying an Android TV OS television at all, they tend to have mediocre processors in them.
I just got the Nvidia Shield Android TV set-top-box. It has a powerful, fast processor to run the OS and plays downloaded games, streams video games and Steam service from PCs with nvidia cards installed, streams video apps like Netflix, etc., and will integrate with your home network to play movies, music and other files you have on a hard drive or USB stick, etc.
I really like the Shield box. It has a lot of potential for expansion and you can connect it to any TV you want...
Considering the slow hardware and general lack of updates buying a cheap Android TV is a rather terrible idea. Rather buy a cheaper non-Android TV and get a Nexus Player for those 50 or 99$ and it's going to be significantly more responsive and supported by more apps.
