Shield TV supports 4k Youtube, so it's definitely possible, but it's very unlikely you'd get that on a built in Android TV (requires a powerful processor). Though 1080p should be expected. Anything less is just atrocious.
What are you getting from Netflix etc?
make sure the source video has 4k. watch it from a pc and see if 4k is available. if its not going to 4k, then the youtube app on that tv doesnt support it.
just because it's 4k tv doesnt mean its that easy to actually watch 4k yet.
I can play 4k YouTube on my Sony KD-55X8505C Android TV. Verified with "stats for nerds".
I have the same TV, you can only watch 4k youtube via HDMI (2.0 for 60hz). Netflix works perfectly btw so it is capable of 4k, but Phillips has locked down everything so till we get root we're fucked.
Low and mid range Philips models don't support VP9 which YouTube uses for 4k. Check the list at the bottom:
