I've been having Netflix quality issues because some silly conflict between my ISP and Netflix.
Another user having the same issue advised me recently to try changing the MTU (Maximum Transmission Unit) size as this might really do the job as a temporary fix.
Is there any way to do that on the Shield TV, maybe using a third party app? I wasn't able to do it on my router either (Technicolor TC7200).

While I've seen mtu issues before, it is usually as a result of a vpn - or more often a tunnel in tunnel. This is due to the packet overhead that that vpns take.
I would suspect changing it on your Shield won't do any good since the router would still have the same mtu. Also, if the issues are with the stream itself, changing outbound mtu won't affect anything.
Can you give some more details around what the specific issue is and what you were advised to change the mtu to?
