Yeah, you are never going to see Android TV on that device.
Such is the nature of those cheap Android "TV" boxes.
The only way you were going to see Android TV on that device is if you somehow get the device specifics and build it yourself. Then you would somehow have to unlock the bootloader (if it is locked) and get a custom recovery up and running.
