Someone's been playing with Android TV via Android x86. I haven't tested it. I haven't read much into it.
You may not be able to use the Play Store and have to sideload. You may not be able to use certain apps.

If you want to use Kodi, in my experience it's more or less the same on Windows as Android TV.
Hijacking your thread to ask a question to all: does exist a custom ROM for tablets or phone of Android TV ? Is it open source ?
Android TV is nothing close to Cable TV . Think of Android TV as a media center pc. If you want to watch cable on it there are various ways. Some cable providers give you HLS streams, you can hook these into Kodi, Plex, even Live Channels via Cumulus app. Or if you can get an HD Homerun.
