Try asking in /r/Kodi.

Sounds like you have a lousy WiFi connection. Invest in a better WiFi network (802.11ac) or ideally, use only Ethernet (both for the Android TV and the PC). If neither are an option get a good pair of Ethernet over powerline adapters

Try it with a fast USB drive also. If that works better your WIFI is the culprit.
