I installed BBC iPlayer for Shield TV on my Sony Android TV using sideloader and found that I have no cursor control in the app. Both Shield and the TV itself are Android devices, so why aren't apps compatible across both devices?

BBC iPlayer isn't an AndroidTV compatible app, which is why you had to sideload it instead of getting it off the play store.
Just as it is with certain apps being specifically for tablets or smartphones, apps need to be designed separately for AndroidTV, specifically they need to change the navigation style from touch to remote
I found that the right stick on the controller acts like a mouse and I can navigate through it fine.
My Sony TV came with iplayer preinstalled
