Does google cast on the nvidia shield tv support 4k like the Vizio p series does?

Yes and no - In most cases Cast is limited to 1080P but Netflix is a bit special in that casting to it actually just launches the on device application as such you could 'cast' a 4k video via the Netflix App.

Yes, I know Netflix can do it. I was also able to cast a 4k video I made on my phone from Plex(video stored on my Plex server).

Yes, 4k casting works. HOWEVER We now have dolby vision and HDR10 content coming out. SHIELD has not been updated to HDMI 2.0A to support this. For now HDR content is only working through the internal TV apps, or in the case of the Vizio P-series through it's own Google cast receiver.

I'd hope for support in Google Photos so it can cast higher resolution version of my pictures. Anyone know if this will be possible?

Cast protocol is not limited to 1080p.

I can't find the source now, but it was during last year's I/O in a Google cast QA/developer session, the same question was asked and they said that the cast protocol is not limited to 1080p.
