My experience with Smart TVs has been like most peoples. They are crap slow and close to useless. I would prefer to hook up my laptop via vga any day. What are the new ones like? What should he be buying a Smart TV or a TV and an add on device?

Get a SMART Tv, it is a mistake otherwise. You dont have to use the SMART features but if you care about picture quality it has to be above the bargain basement offering which is where you find the non smart TVs.
Gone are the days where you save money on avoiding smart TVs.
Nexus player there cheap and awesome and you can always expand memory or get a nividia shield TV if you need 4k
I just want a really good display to connect my Shield TV and game consoles. But everything with nice specs has shit smart features with weak hardware that will leave me wanting after two years.
Or they just stop supporting it, like Google TV, and 2014 WebOS models.
The new vizio TVs with Google cast built in have gotten positive reactions.
I heard that advice before, but it seems outdated.
At some point people were indeed paying extra for the "smart" features. But as far as I can tell, now pretty much all good TVs are smart TVs.
I am in the process of choosing one, and my thought process is, since all of them come with something, I will try to pick one that has a decent OS.
Both Philips and Sony come with Android so I'm inclined to go for that. Even if it isn't great, since I don't even game, should be good enough that it isn't worth it paying extra for a separate Android system for now. Eventually I can get something more modern.
Don't get a Sony whatever you do!

I fucking love my smart TV. Android TV is a mother fucker. Granted, I understand waning hardware being a longevity issue, but this Sony 4K is damn beautiful and I'll just add hardware down the road if I need to, but honestly, I'll probably resell this for just a little less than the upgrade I'll get in a year or so. Just did it with my last one to get this for $80 lol. I've spent that much on my Nexus players.
I would say to get a dumb tv and an android box you can upgrade. My 65 inch Sony "smart" tv will be dumb in a few years
Definitely don't pay extra for a smart tv.
Nvidia Shield is probably the Cadillac. I love my generic android box. But make sure it has an Amlogic soc. Find the right one to match your needs. But if you're going to be streaming from services like Netflix, you'll need to stick with name brand like Nvidia because Netflix will only stream HD to those. (Check their list. )
Pretty much any decent TV is going to have a Smart OS. The new Vizio P series is an exception though.
Go by the quality of the display not by whether it has a smart OS or not. If the tv has the OS you really hate then you can simply get a Android TV device and not setup the smart OS part of TV.
