Nvidia shield tv is not overpriced. For 200 $/€ you get 4k media player with posibility to play games for another 3-4 years.
Raspberry pi 3 is an option. Still being developed but it works
Keep searching for a NP. You should be able to find one for $50-80. It might be a refurb though.

Yes.But you can find Nexus Players dirt cheap if you look around.
In my opinion the Shield is worth every penny,just my opinion though
