Why are the recommendations on the launcher so incredibly different from the recommendations within the apps?

On my launcher it gives me some video like "James Cordon and the first lady doing karaoke!" I've never in my life watched a carpool karaoke video. However once I open up the YouTube app, the recommendations there give me my actual recommendations based on videos and channels I actually watch and subscribe to. With Twitch it shows me some random Starcraft 2 stream. I don't watch Starcraft 2 streams. I open up the Twitch app, there are the channels I actually watch, and what do you know 3 of the people I subscribe to are live. Why isn't that on the launcher?

My point is that most of these apps know what I'm probably going to watch, whether a new video from a channel I subscribe to, a streamer I usually watch. Why show me just random videos with seemingly no correlation to what I want to watch. The whole recommendation list just becomes useless and noise.

App developers choose what shows in the recommendations bar. So this comes down to an app by app problem.
