Only 2 half-azzed partial solutions available for low cost ANDROIDTV devices. One port is for Raspberry PI V. 3B and another is generic Intel X86 port, which can be implemented on an intel based minipc stick. ATM, neither are ready for prime time and need further fine tuning. A company in Japan has Android TV running on a stick. It's the LifeStick.
Sticks are the low-cost end of the streamer market and Google offers Chromecast as their solution for that space. Android TV is supposed to more of a "premium" connected TV solution for both streaming and games and probably needs more capable hardware than what is offered in the Fire TV or Roku sticks. So I wouldn't expect to see an Android TV stick, at least any time soon.
