Yes, you can plug the tablet into a TV and get a lot of functionality, but the UI isn't really optimized for it. With Android TV the whole UI and all the apps on it are geared toward use with a remote. Lots of games on the tablet and the game streaming stuff make good use of the controller, but most apps will not be optimized.
So yeah, if you want a tablet get the tablet, and you can also use it for some gaming on the TV.
But if you want a streaming/gaming box for the TV, get the Shield TV (or wait for the new one).
Other than being made from NVIDIA under the Shield branding, I don't see how they can be likened to each other.
Oh, maybe they both use a Google OS? That's another similarity. I mean I'd love to make a comparison list to show you what's different but it's easier to say "everything is different".
Maybe you could clarify your usage scenario further by telling us what you're wanting to do and how a tablet and a streaming box can both accomplish what you're after.
Even if you just say "gaming", that's still way too broad.
Do you want a tablet? Get the tablet.
Do you want an android TV device? Get the shield TV.
