Why can't I see my adoptable storage in a file manager?

What do you mean?
When you adopted the storage, you made it internal. So it's now your internal storage.
Open ES File Explorer or any other file manager and you should see your internal storage (which is actually your flash drive, external HDD, or whatever you adopted).
