So on the phone/tablet, you long press to bring this context menu up, and without lifting you finger, drag to icon to move the app shortcut, like has always been and how they kept the old move shortcut functionality while adding the new context shortcuts feature.
How would this work on TV? It seems you would have to do away with app tile arranging to add the shortcuts feature. Not sure I'd be down with that.
At best, you might have to have a setting decide if long press moves apps, or brings up shortcuts - and do without the other based on what you choose.
