Hey guys, if I have an Android TV, can I record the TV programmes with it, move to a flash drive and cut them in PC or even directly in Android TV?
Sub quest.: Do you know any good web-cam compatible with Android TV?

What Android TV do you have?
Which programs are you trying to record? The ones you get from an antenna?
I second the suggestion for Tivo - they're much easier to use for non-tinkerers.
There's a special holiday deal for refurbished Tivo Roamios with lifetime service included for $199 .
Also, check out the /r/Cordcutters guide to antenna DVRs , for other ideas on recording over the air TV.
You need zidoo X9S, it's a android box with recording function.
There's nothing that can record cable TV by just using the TV you have. I use the SiliconDust HDhomerun Prime to record tv to a PC (which could potentially work on Android TV but the recording engine is still in alpha, pretty buggy). That however is a network cablecard tuner and this is not a user friendly system, but I like it.
