I had a similar issue with my Nvidia Shield when I first bought my TV, I had it plugged into the wrong HDMI port. My TV has 4 HDMI ports, only two of them support 60 hertz

Pretty much most movies are encoded at 24 fps. So it's not "ass".
If you watch a 24 fps movie at 60 fps, you won't see anything better.
