Wait for Android 7.0. If its anything like the Nexus Player, you'll see the channels right in the Live Channels app. And be able to record from there.
Hopefully other apps will arise that provide more DVR/time-shift functionality.
As a former owner of Shield the only non Nexus/Pixel device I ever had and liked, I feel the need for a Nexus/Pixel ATV where the software updates are timely meaning instant can't be underestimated. Although old Shield will be updated but it's not worth the long wait. I hope Google comes out with a Pixel TV or officially makes Shield as the reference device and starts providing software updates.
USB OTA tuners should work under Android 7.0 (which is expected to ship with the new Shields announced yesterday, and should come to existing Shields this month), so I'd wait until then. It should work similarly to the Nexus Player, where the channels show up in the Live Channels app. Tablo has also announced a new app, called Tablo DROID, that will bring more advanced DVR features for a monthly fee.
As for which tuner to use, the Hauppauge WinTV-Dual HD is quickly becoming the de facto standard. Tablo is planning to sell a rebranded version of it for their app, and they've also confirmed that the original version will work as well. I think it works with Live Channels as well.
