Read some people are having issues with Netflix and YouTube, as someone who has 60fps issues before the update they are now fixed. If anyone wants to check for themselves, go into settings on your YouTube app and enable stats for nerds and watch a 60fps video.
Have you tried playing a 1080p 60fps youtube video while the box itself is in 4K 60hz display mode? That puts just a little more strain on the hardware I imagine, or the VPU portion of the SOC at least.
It could be a placebo affect because the box recently rebooted. I still get stuttering all over the place (just watch live video on Watchespn for 10 seconds) and dropped frames in Netflix.

Wow, the new update really did fixed it. This is great!
60fps looks terrible on FoxSportsGo since the update. There is constant stuttering. On the Roku, FSG looks really smooth at 60fps.
