You can sideload the app, but I don't know how well the interface will display and probably you will need a mouse as the input.
On a more positive note, devices like the Shield TV are getting support for USB Tuners in the near future so if you also have cable TV you may try to go that route instead.
I have the MEO Go app sideloaded on my Shield TV and it works quite well. You can use the right joystick as the mouse pointer or use a actual mouse. I also have the NOS TV app and it works quite well too.
