I have a hifi setup and want to voice control my music playback, I do it all in flac locally and uploading to gpm will damage the audio quality.
Could I say "Hey Google, Play Foo Fighters" and it will play my local music.

Dunno. Assistant is not available yet on Nvidia Shield. CES announcement made it seem so. But no one has Assistant on AndroidTV yet.
It will for sure if you upload your local music to Google play music
I don't think you need to upload your music onto google for it to play it. Android TV does not yet do Google Assistant, so the jury is out on that, but on my phone, if I say "play Better by Regina Spektor" it will play the local copy if I have it. BTW, if you have been using a different app to play music (like pandora) then google will try to use pandora and then YMMV.
