This has been discussed to death. The problem is Prime vs Video. Prime is available in Canada, but Video is not. The app has Amazon Prime and Video (Video being rentals/purchases), so this is a problem. Ideally Amazon would just disable the Video features in countries that don't support it instead of telling NVIDIA they can't distribute the app.
Regardless, there is a workaround. Disable location finding and change language to English. App should appear (reboot possibly necessary).
tl;dr blame amazon for their shit tier methodology and confusion. Also, the app is largely shit, as per usual with them.
