The issue isn't overscan, the shield is displaying at an aspect ratio of a HDTV (specifically 1280x720 as that's the max res it can output to your screen) which means that the length of the output is ~1.78 times it's height. Your monitor is 1600x1200 which is 4:3 (or 1.33).
I don't think it's possible to override android's display settings, maybe Kodi has that option but I wouldn't get your hopes up.
TLDR: your screen is more squarish than HDTVs the Shield is designed for.
After understanding now what your problem is, I did a little research.
Have you checked your monitors settings? My research is showing most monitors can switch display size to FILL or WIDE. Maybe check your monitor settings and see if any can help with this.
Go into settings and select the overscan setting. It will allow to extend the area up/down and right/left.
