After I updated my gen 1 Shield TV, I decided to install Dolphin Emulator. Even though I sideloaded the app, it shows in the games row along with two other Play Store installed games.

The Dolphin app has the proper files/config for Android TV. It's not about an app being sideloaded that excludes it from the rows, it's about the dev adding support for Android TV to their app. That's why you can browse the Play Store from a PC and it says your Shield is not compatible with certain apps. The dev chooses what API levels and platforms it supports.
Some do and some don't in my experience. I added Terrarium and it showed up in the app row. I also added Google Drive and swift stream which did not show up.
If an App has Android TV's 'Leanback TV banner icon' inside the app and has the line 'android.intent.category.LEANBACK_LAUNCHER.' in the code then it will show up on the Android TV's Leanback Launcher.
