I have an Nvidia Shield TV and use an app to download videos. However, the app has no progress indicator so I don't know when it is finsihed or how close it is to being finsihed. Is there any way I can get a download progress bar of some kind?

If you go into settings, apps, downloaded apps and select the app you are downloading from, is "notifications" on?
Maybe that will help, or maybe that is another unfinished feature in Google's quick and dirty launcher.
This has to be implemented by the developer of that particular app. Now, Android TV has some limitations for what you want. First it doesn't have a notification shade like regular Android has, which would be the natural place to put something like an ongoing download progress bar. It supports toast notifications so the app could generate a toast at certain steps of the download and when it's finished or the app could simply put an overlay with that information. Just some ideas but in any case it's up to the app developer to do it.
What are you using to download? I use chrome or dolphin and they both have dedicated download managers
