Anyone knows of there is a trick to access the native VPN settings? Or at least a 3rd party app where I can configure my own IPsec VPN? PS: not looking for VPN service with its own app.

There are two apps for vpn that allow you to configure the access to your vpn. If you pay for your vpn service, they normally provide an app.

the benefit of this is not to hinder speeds for local network files or youtube streaming.
Configure your vpn server as a wireguard vpn server and download wireguard vpn for your shield tv to connect to server. It's faster than openvpn. Although, I hope to find a way to connect to l2tp vpn with shield tv, too.

This app works fine on my Shield, but I don't know if it will accomplish what you want.
