In my usage of the Shield TV I've never seen storage speed to be an issue. Just get a microSD card for more app storage and get USB HDDs for media.
Unfortunately, nearly all instructions (including ifixit forums) indicate soldered, non-adaptable interfaces for the 16gb and 500gb models.
Your best bet is to get a stupidly fast flash drive or external SSD. Good news is, under recent firmware, you can use Android's "adoptable storage" solution to use any external space as system-volume space.
Do NOT cheap out on the storage quality. The speed rating will be pivotal to your experience.
