At the moment only the Nexus player supports USB tuners and only three different and none for dvb. Nvidia said it will bring USB tuner support "soon".
Geniatech/Eyetv Netstream DVB-S2 is a networked 4 tuner device that may warrant your attention. IIRC, they have ATV apps to handle streams broadcast by their device. May have 1 and 2 tuner options in coming month.
Google needs to add sat>IP support to the live channels app.
