You could also try playing the media in MX Player with a custom codec pack that supports AC3, such as this: https://forum.xda-developers.com/apps/mx-player/mx-player-custom-codec-dts-support-t2156254
IIRC, VLC disables AC3 based on location settings. Or maybe that was DTS. One of those. Basically, Dolby was giving them a hard time over AC3 patents, but those patents have now expired as of March 20th 2017.
In any case, Kodi or SPMC will work.
First of all make sure Android Settings > Digital Sounds > Audio is selected to HDMI.
You will not get any Audio passthrough if this is selected to PCM.
As already stated use Kodi or SPMC. Android Live Channels also gives me 5.1 AC3 Audio passthrough.
The Mi Box does NOT have issues with AC3 / DTS Audio passthrough when setup correctly with a properly connected HDMI Audio receiver.
Netflix for example will give 5.1 Audio Passthrough when connected to a DD+ Audio receiver.
In fact the Mi Box has proper Google IEC Audio code in Firmware that will give full HD Audio passthrough when using Kodi Krypton (and SPMC) - just like the nVIDIA Shield and MINIX U9-H.
I've been having so many problems with plex and AC3. I'm getting so annoyed by this.
Mi Box has a lot of issues with AC3 and no firmware update has really fixed it. Try casting the content instead of directly playing it.
