Alternatively ou can get a matchbook sized tuner that connects to microusb on your phone. Check Alibaba, Amazon or Ebay. Be very specific that you are using DVB-C format transmission.
tvheadend is more complicated to setup (needs a linux server + some compatable usb or pci-e tuners)

I do not know of any apps that let you share the tuner that is built into your smart TV (/w ATV) with your other devices on your local network. I do not even know of any apps that can mirror the screen of your ATV to a local phone (unless you twitch, but I would believe that doing so with TV signals could get you into trouble?).
Both features would be awesome to have, but I guess casting is a one way street.
Maybe an HDHomeRun device would be useful?
