Is there any way to have more than one line of apps? It's kind of annoying to scroll all the way to the right if the app that I need is not up front.

What the other poster said is true. You need to hit a certain critical mass of apps to get the operating system to break into two rows. On my Nexus Player the magic number seems to be sixteen before it will split into two rows of eight apps in each row. Your mileage may vary on the ShieldTV.
You can manage them, so you can put any of them at first place. In setting uncheck the automatic function (homepage settings), then on home screen, keep A button on controller pushed for a couple of second over the app (or the main button on the remote), you will then be able to move apps wherever you want in the row (sorry not english native)
Just FYI, it's 16 apps you need to enable 2 app rows. Everyone was telling you to download more but wasn't telling you exactly how many more you need.
Download some more apps, and eventually you'll get 2 rows.
