I have Youtube TV here in the Philippines.. You just need a decent VPN to lock your location in one of those US cities listed. I chose NY city. Currently on 30day trial. On your phone you just need to use a fake GPS app and lock your location to any of those cities.
I just got a get Youtube TV on the left side doing nothing when i click it.

I'm in Chicago and the "Get YouTube TV" in the Youtube app on my Shield does not do anything either. I still cannot believe that Google did not have an Android TV app ready at launch.
