Xiaomi needs to make a deal with Amazon in order for the MiBox to get Prime Video. Amazon looks to make deals directly with tv and hardware manufacturers in order to avoid the 15% - 30% transaction fees of the Google and Apple app stores. If Amazon Video app was available to download through the the Google Play Store or Apple store, Amazon would have to pay Google or Apple a percentage of each video purchased or rental made through the app.
I think it's region dependant as well, what country are you from?
I'm pretty sure the Prime Video app for Android TV is available officially only for Amazon's own devices.

See, they have an Android TV app, but only allow it on certain devices (nVidia Shield, and some Sony smart TVs with Android TV build in). At one point, sideloading said app on other Android TV devices worked, and then Amazon "wised up" and purposefully broke that functionality.
XDA had a tutorial that showed how to get Prime Video working on other Android TV devices, and they were asked by Amazon to remove it. XDA complied.
SHAME ON AMAZON FOR THIS.
