You can run Android on a PC but I don't think there's a way to run the Android TV OS on a PC.
If you want to turn this into an HTPC, then there's probably some other way to get a nice "leanback" UI for your living room. Or just spend the $80 on a Mi Box that consumes less than a tenth of the electricity of a PC.
There are some efforts to get Android TV OS (not just normal Android) running on x86, but it's not "official" Android TV OS, meaning no google/chrome casting, and possibly no support for certain DRM frameworks (no HD netflix, etc).
Try Bluestacks as an Android emulator for your PC and then look for AVS updater AND AVStream & install.
My own reason for trying to run ATV on PC would be to do a test run of things, before applying it to my shield which is "in production" (to use a dev term).
Same reason why I'd really like ATV to be multi-headed (which I know linux can do), so that I could test and set up things, without hijacking the TV and the box at the same time, while the family wants to use the box and/or the TV. Others may just want to mirror the current output, to go to the bathroom or whatever...
Edit: I plan to triple boot RemixOS on my new laptop when it arrives, not least to test apps before I sideload them.

its broken, based off the Android x86 project.. doesnt have HDMI audio, and crashes lots

Not sure if you can do android TV, but there are some dedicated KODI linux builds such as openelec that you might want to look into
