Any time you plug in headphones into the remote, it does this. So casting is no different than watching video in any other app.
If you are wondering whether you can cast something to the Shield from your phone and have the audio come out the headphone jack on the controller, the answer is yes.
If the controller is on and headphones are plugged in, all audio output is routed through the controller no matter what the source. (Same goes for the remote, if you have the old version that has a headphone jack)
That said, if you are trying to cast something from another room and be absolutely certain no audio will play from the TV, you can't (unless the TV is muted), since the controller does eventually turn itself off if you aren't in a game or playing a video. It will also turn itself off if a video is paused longer than whatever the timeout is.
