Nvidia Shield TV 2017 16GB model. I have a 64GB (58 formatted) USB 3.0 thumbdrive connected and formatted to be storage. When I try to record a show I get a message that says "DVR needs more storage."

Do you have it formatted as adoptive storage? I have a 128GB attached and it works fine. 64GB should deff be enough.
