Live channels is the only app that supports it ATM.
But you can't have 2 videos playing with Android TV PIP anyway, only video content in corner + non video content on main screen.
With Android O, you will get live previews on the homescreen. I think that will get more app support than PiP.
It's only for France but 2 of their most used apps, Molotov.tv and MyCanal, both have PiP for Android TV 7.0.
Works in Playstation Vue in the guide. Picture in Picture shrinks and moves to upper right corner. Still viewable while scrolling guide.
If you're using an add-on called iVue Guide on Kodi, PIP works there as well allowing you to see the episode guides with the current program in a small window.
Even on TVs with PIP, you don't get to watch 2 live TV shows anyway, that requires multiple tuners so PIP on traditional TV implementations allows you 1 Live channel + 1 local source (VCR, BD, LD, DVD etc).
It's not traditional broadcast 'PIP' it's more of a 'reduce your current media in resolution & move it to the corner whilst you browse around' for something else. Works alright with Live channels, Pluto & VLC, thus far. Haven't noticed any others incorporating said feature as of yet.
