Puffin TV browser kinda has that function. You scan the qr code on screen then enter the address on your phone and it pushes it to the TV
Don't worry there is 'Cetuplay" for you! Not only in browser you can stream it directly to your media player! Also you can use it as mouse, you can cast and more...! Enjoy ;)
Do you mean something like screen mirroring? That might be the easiest way to do what you're thinking of.
You can always side load chrome and open synced web pages from history.
Email it to yourself and open it through your email on the tv.
Why not instead open it on your phone and cast that?
I usually just screen mirror my entire phone via the Chromecast.
