Yes a 4K TV will produce better 1080p > 4K upscaling picture quality than a media player. nVIDIA Shield owners have been complaining about poor quality 1080p > 4K upscaling since the device was released. I still cannot believe this has not been fixed.
Avoid all Android boxes if you want this as a working feature. Use the actual Android Apps on the TV itself for the best 1080p > 4K upscaling video output.
Windows / Linux / LibreELEC - Kodi boxes for instance do Auto Resolution switching on the fly.
