I have Android TV 6.0.1 on my TCL TV. Youtube app version: 1.3.11. When watching live streams, quality is always set to 240p, even if I change it to 1080p. Do you have similar problem? My internet connection is fine, I can watch 4k videos or full hd streams on twitch.
As a workaround I'm using KODI with Youtube add-on, stream quality is good.
Is that Android TV or regular Android?
This is a bug with the current Android TV YouTube app.
A lot of live streams seems to be stuck on a super low quality and you can't change it. It doesn't seem to effect 100% of live videos though for some reason.
It's been like this for quite a while now. You'd think Google could put out a fix, but they don't really seem to care.

That was 8 months ago. People have submitted bug reports, but there is still no fix.
