Android Kodi (on any Android TV box) has no Auto Resolution switching. So if you want 4K video output you have to manually set a Android Systems resolution setting of 2160p60Hz.
If you set an Android systems resolutions setting of 2160p60Hz then, then a Kodi 1080p GUI is upscaled by the Mi Box to 4K and output to the TV.
4K video will be output, naturally at 4K.
If you want that Kodi resolution settings to appear (no grey) you need to use a 4K Win, Linux/LibreELEC Kodi box that has Auto 1080p/4K resolution switching implemented.

the Kodi GUI doesn't go higher than 1080p, but as long as the Mi Box resolution is set to 2160p then Kodi will play 4K videos
I haven't heard anyone bring this up, but make sure your HDMI cable is v2.0 and can support 4k data speeds of 18Gbps or more. If you're not sure and it's not working, you probably need a new cable that can support this. It could be greyed out for you because the transfer rate is not there.
I hope you don't think you're going to be able to stream 4k "movies" on Kodi from one of those nifty apps.
Do you have the UI set to unlimited? Not entirely sure if this affects it.
Also, have you tried a 4k video? It should output in 4k if your box is set to that no matter what the settings say in the UI.
Also, try this...
Switch everything off (TV and box).
Turn on your TV first.
THEN turn on your box.
Load Kodi.
See if you can change it now.
