Can I force the output resolution to 1080i or higher than 720p? My monitor only has a vga input with a 1600x900 max resolution. The last time i used a HDMI-VGA converter on a PS3, it only work with 480p and 720p.

Unlike computers, TV devices are not omniscient of all the resolutions that exist. They operate on fixed standards. Standard TV resolutions are 480i, 480p, 720p, 1080i or 1080p. If your monitor maxes out a 900, your device will find the resolution below that.
In short, no, probably not.
