It's more up to Google and Amazon. Nvidia paid and their device isn't much competition (not in bad way, but in that people who look for a FireTV probably wouldn't spend $200+ but would consider other similar priced streaming boxes. And if someone needs high power they wouldn't go for Fire TV).
Either Google/Apple and Amazon needs to talk or each manufacturer has to ask and then pay.
It's really up to Xiaomi OR Google. If Xiaomi feels it's important enough to make a deal with Amazon to sell their product, they are free to negotiate with Amazon to get it. Until the recent Apple deal, Amazon had only been negotiating directly with tv & hardware manufacturers in order to avoid the 30% fees on in-app purchases. Nvidia Shield & Sony Android TVs have the Amazon Video app because those companies negotiated with Amazon to get it. The Mi Box and Dish's AirTV player (an Android TV device in disguise) both don't have the Amazon app because those companies haven't made a deal. Maybe the Apple deal will compel Google to make a deal but Google isn't responsible for selling Xiaomi's product. If Google makes a deals it will be because they want official Chromecast support in the Amazon Video app.

The chinese will never pay Amazon for the rights to host that app. Nvidia did though but they could afford it with what they are charging for the box.
